What is a drug and alcohol consortium?

A consortium is a third-party administrator (TPA) that manages federally required drug and alcohol testing programs for multiple trucking companies or owner-operators. By enrolling, you meet FMCSA requirements without having to run your own testing program.

Do I have to be in a consortium?

Yes. If you operate a CDL driver under FMCSA authority and don’t have your own standalone testing program, you must join a consortium to stay compliant. This ensures you’re part of the federally mandated random testing pool.

What types of drug tests does your consortium offer?

We offer urine, hair follicle, and saliva tests compliant with industry regulations.

How quickly can we receive test results?

Most results are available within 24-48 hours. Confirmatory tests may take an additional 24-72 hours.

How often will drivers be tested?

FMCSA sets the annual testing rates (currently 50% of drivers for drug testing and 10% for alcohol). Tests are selected randomly throughout the year, and drivers must report for testing immediately when notified.

What’s included when I join your consortium?

We handle all random selections, notifications, test scheduling, and reporting. We also manage Clearinghouse reporting, maintain required records, and provide proof of compliance if you’re audited.

Can owner-operators join the consortium?

Absolutely. Owner-operators are required to participate in a consortium since they cannot serve as their own DER (Designated Employer Representative). We make it simple for one-truck operations to stay compliant.

What happens if a driver refuses or fails a test?

A refusal or positive result must be reported to FMCSA. The driver will be immediately removed from safety-sensitive duties and must complete the Return-to-Duty process with a qualified SAP (Substance Abuse Professional) before driving again.

How quickly can I get proof of enrollment?

Once you enroll and complete payment, we’ll send your consortium enrollment certificate (and Clearinghouse registration if needed) within 24–48 hours. This serves as proof for DOT audits or carrier onboarding requirements.
